Woman accused of defrauding Emfuleni Municipality of R424,000 denied bail
A 25-year-old woman accused of defrauding the Emfuleni Local Municipality of approximately R424,000 has been denied bail after the court found that her release would not be in the interests of justice.
A 25-year-old woman accused of defrauding the Emfuleni Local Municipality of approximately R424,000 will remain behind bars after the Vanderbijlpark Magistrate's Court denied her bail application.
on Monday, Janitha van Reenen Coetzee appeared before the court on a charge of fraud linked to an alleged scheme in which she reportedly misrepresented herself as an independent agent capable of helping residents secure discounts on outstanding municipal accounts.
The National Prosecuting Authority (NPA) said that the victims allegedly paid Coetzee money to settle their municipal debts at discounted rates. However, the funds were allegedly never paid over to the municipality.
The accused is also alleged to have submitted claims to the municipality on behalf of the victims. The municipality reportedly paid out approximately R424,000 to Coetzee, but the money was never transferred to the intended beneficiaries.
The alleged fraud was uncovered by the late Chief Financial Officer of Emfuleni Local Municipality, Martha Mani Rantsofu, who identified suspicious claims amounting to R424,000 and reported the matter to her manager. An internal municipal investigation followed, after which the case was referred to the police.
Coetzee was arrested on 20 May 2026 and later appeared in the Vanderbijlpark Magistrate's Court, where she applied for bail.
The State, represented by Prosecutor Moses Raditsela, opposed the application, arguing that the accused posed a flight risk because her residential address could not be properly verified. The State also contended that she could interfere with witnesses if released and that granting bail would not be in the interests of justice.
Magistrate Mamburu agreed with the State's arguments and ruled that Coetzee should remain in custody pending further proceedings.
The matter has been postponed to 23 June 2026 for further investigation.
