The City of Tshwane has approved disciplinary action against its CFO, Gareth Mnisi, and plans to appoint an independent investigator over tender manipulation claims.
The City of Tshwane has resolved to take disciplinary action against its Chief Financial Officer, Gareth Mnisi, following allegations raised at the Madlanga Commission of Inquiry.
In a statement issued on Thursday evening, Tshwane Mayor Nasiphi Moya confirmed that Council has approved a report recommending steps to place Mnisi on precautionary suspension.
Mnisi, who has been implicated in claims of tender manipulation, will be given seven days to submit written reasons explaining why he should not be suspended. Council will review his response before making a final decision.
Moya said an independent investigator will be appointed to probe the allegations of possible misconduct, ensuring the process remains fair, credible, and transparent.
“This step reflects the seriousness with which the City is addressing allegations relating to financial governance, accountability, and oversight. Given the central role of the Chief Financial Officer in safeguarding the City’s financial systems, it is essential that these matters are handled in a manner that protects both the integrity of the institution and the credibility of the process,” she said.
Mnisi has been on leave this week while the City prepared the matter for Council’s consideration.
Moya added that the move is precautionary and does not imply guilt, adding that the City will follow due legal processes and act based on the outcome of the investigation.
