SANTACO elects new national leadership for 2026–2030 term
The South African National Taxi Council has announced its newly elected national executive leadership, with several provincial leaders taking up key positions, including controversial Mpumalanga businessman Joe “Ferrari” Sibanyoni.
The South African National Taxi Council concluded its two-day National Elective Conference held at the Birchwood Hotel and OR Tambo Conference Centre in Ekurhuleni, where delegates elected the organisation’s leadership for the 2026 to 2030 term.
Motlhabane Abnar Tsebe from Gauteng has retained his position as president of the organisation after being re-elected to lead the taxi council for another four-year term.
Controversial Mpumalanga businessman Joe Sibanyoni, also known as “Ferrari”, was elected as the organisation’s second deputy president.
The newly elected national leadership includes:

First Deputy President: BB Zondi (KwaZulu-Natal)
Second Deputy President: Joe Sibanyoni (Mpumalanga)
National Chairperson: L Mabija (Eastern Cape)
Secretary-General: D Qumbu (Free State)
Deputy Secretary-General: SD Mayekani (North West)
Treasurer-General: N Aburagman (Western Cape)
Training Officer: ME Konki (Northern Cape)
Public Relations Officer: SJ Masemola (Limpopo)
The Minister of Transport Barbara Creecy and Gauteng MEC for Roads and Transport Kedibone Diale-Tlabela joined SANTACO leadership and delegates on Tuesday.
Ekurhuleni Mayor Nkosindiphile Xhakaza has reiterated the City’s dedication to providing dependable infrastructure aimed at supporting the efficient operation of the taxi industry.
Speaking to delegates during the South African National Taxi Council Elective Conference, the mayor recognised the significant contribution the taxi sector makes towards driving economic activity and transporting commuters across the country.
