Parliament commends swift response to cruise ship hantavirus cases

Health authorities acted quickly to contain rare hantavirus cases linked to an international cruise ship, with Parliament urging transparency and vigilance as monitoring continues.

The Portfolio Committee on Health has commended the Department of Health, the National Institute for Communicable Diseases (NICD), and frontline healthcare workers for their swift and coordinated response in identifying and tracking hantavirus cases linked to an international cruise ship.

Health Minister Aaron Motsoaledi, alongside officials from the department and the NICD, briefed the committee on the country’s response. Committee Chairperson Faith Muthambi extended condolences to the families of those who died and expressed solidarity with affected individuals.

The committee heard that the World Health Organization (WHO) was notified on 2 May 2026 about severe respiratory illness cases aboard a Dutch-flagged cruise ship travelling from South America. The vessel carried 147 passengers and crew of multiple nationalities. Two fatalities have been reported, while a United Kingdom national remains hospitalised in Johannesburg in stable condition.

Preliminary laboratory findings confirmed the Andes strain of hantavirus, a zoonotic virus primarily transmitted through infected rodents. The Minister emphasised that human-to-human transmission is rare and typically requires close contact. Authorities further assured the committee that this strain is endemic to South America and has not been detected in local rodent populations in South Africa.

Contact tracing has identified 62 possible contacts, with 42 already traced and under monitoring. Members of the committee stressed the need for continuous updates to maintain public confidence and prevent panic.

Concerns were raised about early detection systems, with questions on how the initial case was not identified onboard or at entry points such as OR Tambo International Airport. Committee members also probed potential gaps in screening protocols and whether lessons from the COVID-19 pandemic had been fully implemented.

Additional scrutiny focused on South Africa’s diagnostic capacity, especially regarding reports of samples being sent abroad. The department clarified that local laboratories confirmed the diagnosis but acknowledged the importance of strengthening domestic testing capabilities.

Funding challenges facing the NICD and the National Health Laboratory Service (NHLS) were also highlighted. The Minister noted ongoing engagements with National Treasury and called for parliamentary support to secure sustainable funding for these critical institutions.

The committee further questioned the country’s readiness to handle a potential increase in cases, particularly in densely populated areas. Members called for clear communication to both healthcare workers and the public to ensure accurate information and reduce fear.

Despite these concerns, the committee praised the rapid identification of the rare virus, likening it to “finding a needle in a haystack,” and describing it as evidence of strong clinical expertise and advanced laboratory capacity.

Chairperson Muthambi emphasised the importance of transparency, urging the department to provide regular updates on tracing, monitoring, and containment efforts. She noted that while the current risk remains contained, vigilance is essential to prevent escalation.

The committee also highlighted the importance of international cooperation, particularly with organisations like the WHO, in managing cross-border health threats.

Parliament will continue to monitor the situation closely, expecting ongoing updates to ensure the outbreak remains under control and the public remains informed.
