President Cyril Ramaphosa has suspended Inspector-General of Intelligence Imtiaz Fazel with immediate effect, following allegations of misconduct. Fazel, who oversees the activities of South Africa’s intelligence services to ensure lawful operation, now faces an inquiry initiated by the Joint Standing Committee on Intelligence (JSCI).
The suspension comes under Section 7(4) of the Intelligence Services Act, which permits the IGI to be suspended pending investigation into misconduct, incapacity, withdrawal of security clearance, or other grounds. Details of the specific allegations against Fazel have not been made public.
Fazel was appointed in November 2022 and has since been active in recommending disciplinary action against senior intelligence officials implicated in financial misconduct and corruption. His suspension has prompted debate about the integrity and transparency of intelligence oversight, with observers noting that the timing raises concerns about political influence.
Experts, including Dr. Jean Redpath from the University of the Western Cape’s Dullah Omar Institute, have emphasized the importance of maintaining independent oversight of intelligence operations. “The suspension of the IGI without clarity on the grounds risks undermining public confidence in the accountability mechanisms of South Africa’s intelligence services,” Redpath said.
The JSCI investigation is expected to determine whether Fazel will be reinstated or permanently removed. The outcome will have significant implications for the country’s intelligence governance and the credibility of oversight mechanisms designed to prevent abuse within state security structures
