Tshwane Council to discipline CFO, suspends City Manager on full pay pending investigation

Council's decision follows its review of the final forensic investigation report into allegations of misconduct against the CFO.

The City of Tshwane Municipal Council has resolved to institute disciplinary proceedings against its Chief Financial Officer (CFO) Gareth Mnisi while placing the City Manager Johann Mettler on precautionary suspension with full pay as it deals with separate disciplinary matters involving two senior officials.

In a statement on Thursday, Tshwane Executive Mayor Dr Nasiphi Moya said the council concluded its consideration of the matters in line with the Local Government: Disciplinary Regulations for Senior Managers, 2010.

Council's decision follows its review of the final forensic investigation report into allegations of misconduct against the CFO. After considering the findings, councillors resolved that disciplinary action should be instituted.

According to the council, the allegations against the CFO amount to less serious misconduct as defined in Part I of Annexure A of the regulations. The disciplinary process will now continue in accordance with the prescribed legal procedures.

Council also considered written representations submitted by the City Manager after a precautionary suspension process was initiated under Regulation 6 of the disciplinary regulations.

Following its assessment of the submissions, the relevant legislation and matters previously presented before council, it resolved to place the City Manager on precautionary suspension with full pay while an independent investigation is underway.

Moya acknowledged the public interest surrounding the decisions and sought to reassure residents that the municipality's operations would continue without disruption.

She said the city's administration remains stable and focused on delivering reliable municipal services, maintaining financial stability, accelerating infrastructure investment and improving the quality of life for residents.

"The work of the City continues uninterrupted," Moya said, adding that her priority remains ensuring stable and effective governance for the residents of Tshwane while maintaining confidence among employees, investors and other stakeholders.
