Joburg residents urged to apply for debt relief before October deadline
The City of Johannesburg has urged qualifying residents and municipal account holders to apply for its Debt Relief Programme Phase 4 before applications close on 31 October 2026, with more than 18,000 applications already received, covering R2.052 billion in outstanding municipal debt.
The City of Johannesburg has made a final appeal to residents and municipal account holders struggling with outstanding municipal bills to apply for its Debt Relief Programme Phase 4 before the 31 October deadline.
The programme is intended to help qualifying customers experiencing financial difficulties address historical municipal debt, rehabilitate their accounts and encourage consistent payment for municipal services.
According to the City, it has received 18,043 applications to date, representing R2.052 billion in outstanding debt across various customer categories.
Kgamanyane Maphologela, the City’s Director of Communications and Stakeholder Management in Group Finance, urged eligible customers who have not yet applied to submit their applications as soon as possible.
“We are making a final appeal to all qualifying residents and account holders who have not yet submitted their applications not to wait for the last minute,” Maphologela said.
He encouraged applicants to ensure that their forms are complete and accompanied by all the required supporting documents to avoid delays during the assessment process.
The City said early submissions would allow sufficient time for applications to be processed before the closing date.
How to apply for debt relief
Residents can apply by visiting an official City of Johannesburg Revenue Customer Service Centre, where staff can assist with the application process and the submission of supporting documents.
Alternatively, applicants can visit www.joburg.org.za and select the Debt Relief Programme link or icon to access the relevant information and online application process.
The City advised applicants to provide accurate information and ensure that all prescribed documents are submitted.
Maphologela said the initiative was designed to give qualifying customers an opportunity to address historical debt while promoting a culture of regular payment for municipal services.
He added that successfully rehabilitated accounts would contribute to the City’s revenue sustainability and its ability to deliver services.
Debt cancellation is not guaranteed
The City has stressed that the programme does not provide an automatic or blanket cancellation of municipal debt.
Each application will be assessed individually against Council-approved eligibility requirements and the applicable conditions of Phase 4.
The amount of relief granted will depend on the applicant’s customer category, qualifying debt and the conditions governing the programme.
Applicants should also note that submitting an application does not guarantee approval.
Customers must continue paying their current monthly municipal charges in line with the programme’s requirements, while ensuring that they submit all the necessary documentation.
The City has also warned residents against fraudulent intermediaries who promise guaranteed approval in exchange for payment, urging customers to use only official municipal channels.
It emphasised that debt relief must be accompanied by a commitment to sustainable payment practices to prevent the accumulation of new arrears.
With the closing date set for 31 October 2026, the City has urged qualifying residents and account holders to act promptly to avoid missing the opportunity to have their applications considered.
